Measuring impact

Scaling up proven nutrition actions for the most vulnerable

The Strategic Results Framework (2025–2030) sets out how the CNF will track progress toward its goals. It explains the Fund’s overall approach and includes clear guidance on how to measure results, using shared definitions and indicators. This helps everyone involved work toward the same goals in a consistent and coordinated way.

To monitor progress, the CNF draws on a range of reliable data sources, including global databases, UN population estimates, and UNICEF’s NutriDash system, which collects verified data from national partners. Most of the indicators can be broken down by population groups or locations, providing a detailed picture of where support is most needed. Progress is reported each year in the CNF Annual Report, and the framework will be reviewed every three years to keep it relevant and up to date.

The framework also helps guide how resources are raised and used. Fundraising targets for each of the CNF’s three financing windows reflect where the greatest impact can be made, especially by encouraging more domestic investment in nutrition. When donors contribute flexible, unearmarked funds, they are allocated based on need, with a focus on reaching countries with the highest levels of undernutrition and the fewest resources.

Charting a path forward

The CNF theory of change outlines how activities lead to impact, helping align efforts, guide decisions and measure progress, ensuring the CNF’s work is focused, strategic and results-driven.
